What is CDPAP, and does Virginia have it?
CDPAP (Consumer Directed Personal Assistance Program) is the name New York uses for its self-directed Medicaid care program. Virginia offers the same idea through the consumer-directed (CD) services option of the CCC Plus Waiver: the person receiving care, or their family, chooses, hires, and directs their own caregiver — often a relative — and Medicaid pays the wages. So while “CDPAP” is a New York term, Virginia families get the equivalent benefit through Cardinal Care.
