Under Virginia's CCC Plus Waiver, families can choose consumer-directed services instead of agency-directed care. With CD, the care recipient (or their representative) is the employer of record: they recruit the caregiver, set the schedule, approve time, and arrange their own coverage when that caregiver is unavailable. A services facilitator and a fiscal agent support enrollment and payroll.
